[ARCHIVED] Cross Named as Development Services Director

FREDERICKSBURG, Texas — The City of Fredericksburg has hired Cliff Cross as its new Director of Development Services, following a nationwide search conducted with the assistance of Strategic Government Resources (SGR).

Cross brings more than two decades of experience in municipal planning, zoning, and economic development to the role. He most recently served as Director of Economic Development, Planning and Zoning for the City of Belleville, Illinois, where he led long-range planning initiatives, implemented code amendments and secured funding for community revitalization projects.

“We are excited to welcome Cliff Cross to Fredericksburg,” Assistant City Manager Garret Bonn said. “His extensive background in planning, development, and community engagement will be instrumental in guiding our City’s growth while preserving the unique history that makes Fredericksburg special.”

Cross has held leadership positions in several municipalities, including University City, Missouri; South Padre Island, Texas; Kankakee, Illinois; and Duluth, Georgia. His accomplishments include the development of comprehensive plans, administration of federal and state grant programs, historic preservation initiatives and implementation of zoning and housing policies.

He holds a Master of Arts in Public Policy and Administration from Northwestern University, a Master of Arts in Geography/Urban and Regional Planning from Indiana State University, and a Bachelor of Science in Geography from Eastern Illinois University. Cross is also a certified planner with the American Institute of Certified Planners (AICP).

“I am honored to join the City of Fredericksburg and look forward to working with the community, staff, and elected officials to support responsible development and enhance the quality of life for all residents,” Cross said.

In Fredericksburg, Cross will manage a department that works in the areas of Building, Planning & Zoning, Historic Preservation and Short-Term Rentals. He will be tasked with overseeing the City’s Planning & Zoning Commission, Historic Review Board and Zoning Board of Adjustment. Cross will also be active in creating a Unified Development Code as well as overseeing the continued implementation of the 2024 Comprehensive Plan. 

Cross succeeds Evan Williamson, who served as Interim Director since February during the search process. Cross began his duties in Fredericksburg on Monday, June 23.
