Vacek Welcomed As City Secretary

Fredericksburg, Texas – The City of Fredericksburg has hired Leticia Vacek as City Secretary. She started her duties on Friday, June 14, and brings nearly 35 years of municipal government experience to the role. 

 

“We are excited to announce the appointment of Leticia Vacek as the new City Secretary for the City of Fredericksburg,” City Manager Clinton Bailey said. “We are confident Leticia’s depth of knowledge and experience will transform the function of the City Secretary’s office. We warmly welcome Leticia to our team and look forward to the positive impact she will have on the Fredericksburg community.”

 

Vacek comes to Fredericksburg after spending just over two years with VIA Metropolitan Transit as the Manager of External Relations. Prior to the time with VIA, Vacek served in three different Texas city executive/appointed positions, including Trophy Club (2020-22), San Antonio (2004-20) and McAllen (1990-04). She began her municipal career at the City of Harlingen (TX), her hometown. As the City Clerk for the City of San Antonio, Vacek managed over 35 employees and was responsible for a budget of over $8 million. 

 

“I am very honored to have been selected as the Fredericksburg City Secretary,” Vacek said. “I look forward to contributing to this role and refining the functions of the Office of the City Secretary.” 

 

Vacek holds an associate degree from South Texas College, as well as Bachelor and Master’s degrees from the University of the Incarnate Word in Administration, with a focus on Organizational Development. 

 

Additionally, Vacek graduated from the Texas Municipal Clerks Certification Program at University of North Texas with the Texas Registered Municipal Clerk (TRMC) Designation. She has also earned the Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) Designations from the International Institute of Municipal Clerks (IIMC).  

 

Vacek replaces Melinda Uriegas, who served as Interim City Secretary, since April 10. The position was last held by Shelley Goodwin, who left the organization to take a similar position in Rockport, Texas. 

 

The City Secretary is an Officer of the City, appointed by the City Manager. It is a statutory position required by State Law and the City Charter. The position is tasked with connecting the public with the legislative process, serving as Records Management Officer and Chief Elections Administrator. The position is also charged with the preservation of municipal records such as City Council proceedings, ordinances, resolutions and overseeing a records management program.
